To show his affection for his boyfriend, Draco wants to throw Harry a surprise birthday party. He'd love for all of Harry's friends to participate. There is only one restriction, Draco must approve them. And he must be included in some way in the gift. Either as an active participant, or as a more passive voyeur.
The gift could be a two week trip lazing on the beaches of Maldives, a special dinner cooked especially for them by the latest and greatest chef. Harry's always wanted to do an immersion cooking class with the wizarding world's version of Julia child. Maybe a special "toy" that Harry's expressed an interest in. Perhaps Harry's been seen eyeing a particular person in a very intense and needful manner.
Whatever you think, Harry would like, and that Draco would approve.
